Interchange On-Time Performance Calculator for Downloading

The scheduled railroad environment with its trip plans for both loaded and empty cars absolutely requires consistent, reliable interchange between class 1 and shortline railroads. Measurement requires something to measure against, and this is the value of the Interline Service Agreement (ISA). It sets the performance standard.

Typically short lines have not measured interchange performance. That's unfortunate because asset utilization and car-miles per day are under close Class I scrutiny. The On-Time Performance Calculator is designed to help short lines measure class 1 interchange performance and to provide something other than anecdotal evidence that the system is or is not working.

This calculator is set up to keep a running record of interchange performance by days of the month and cumulative performance measures throughout the month. In the sample we see the delivering class 1 missed the two-hour window provided by the ISA 10 out of 20 times for a 50% failure rate.Clearly, this is not acceptable, and the Calculator gives you a starting place for remedial action.

One of the first uses of this product was to document a consistent Class I failure to make the agreed-upon interchange window. The local Trainmaster kept telling senior management everything was working according to plan, yet this tool showed otherwise. Armed with this information, the short line and Class I could drill down to root causes and take remedial action.
